Over the summer the hillsborough school board has ordered

Over the summer, the Hillsborough School Board has ordered each of its schools to prominently display the Ten Commandments. A group of parents believes that such a display is a violation of the separation of church and state under the First and Fourth Amendments to the United States Constitution. Should these parents file a complaint in federal court or should this issue be resolved by some other method of dispute resolution?
