Organizations have to give 'reasonable' accommodation to employees with disabilities. When I served as Affirmative Action Officer for a small New England Town, their Town Hall did not have an elevator. The HR department was on the second floor, thus applicants using a wheel chair could not go up to that office. Did the Town Hall have to put in an elevator? Why or why not? Was the Town in violation of the ADA?
