Needs and interactions of various stakeholders

Organizations have both internal and external stakeholders. Internal stakeholders would be employees, regardless of position; the janitor to the CEO. External stakeholders would be those people or organizations that have some stake in the company. External stakeholders could include owners (think of a public corporation with stock on the market), unions, the city in which the organization is located, government including local, state, and perhaps even Federal (think of GM), customers, suppliers, etc. .. In fact some external stakeholders might desire actions completely opposite of internal stakeholders.

Question:

How does an organization balance the needs and interactions of these various stakeholders when each might have a different focus from each other?
