  2. The second step in manpower planning is that of forecasting demand and supply of labour which is concerned with estimating the future quantity and quality of people required based on the corporate plan estimating the quality and quantity of people likely to be available from within and without the organization.
  3. The last step in manpower planning is that of matching demand and supply of labour and deciding as a result of this match whether to increase or reduce labour.
