William S. Gray was commissioned to conduct an experimental study to determine ways and means of applying the results of reading research in improving both the content and methods of teaching. The study involved three groups of schools, including 16 schools with varying sizes and supervision types, 5 schools representing different social, economic, and economic conditions, and 5 schools serving as control schools.
