Leaders versus managers

Problem:

If you are leading people are you not a leader? A leader cannot be solely defined as in innovator or an idea maker, a leader has to lead people in order to truly be a leader. Your thoughts?

I think anyone that manages people (managers) should be a leader and have the personality of a leader, but I believe that is not always the case. A lot of times people are put in management roles that have neither of these two traits they are just simply the best for the job according to their superiors.
