Locate and read the full text of an international agreement in the understanding of Article 38 of the Statute of the International Court of Justice.
a. Citing specific articles of the agreement, tell me what you see as being one or two of the core obligations in the agreement.
b. What is your sense as to the "depth" of cooperation mandated by the obligation(s)?
c. Citing the theoretical literature that you have been assigned to read along with specific articles in the agreement, explain how you states might enforce the agreement. Here, draw on the theoretical work by Chayes and Chayes; by Downs, Rocke and Barsoom; and by Guzman. You are also free to think creatively, drawing on other course material.
