In the 1980’s the LA plan assisted law enforcement in combating the gang problem with different programs.
One of the programs was the Operation Hardcore. It was instigated within the district attorney's office, where a group of prosecutors specifically targeted gang members, mostly homicide cases. Analyze the success or failure of the program. What factor(s) led to the success or failure of the program and why?
