It is the duty and obligation of the community and its leaders to not only establish an emergency plan, but to follow it as well. The community leaders can be found negligent if they do not have a plan in place, fail to follow the established plan, and/or fail to exercise and revise the plan.
Because exercise is an important aspect of community planning, a comprehensive exercise plan must be established along with an associated improvement plan.
