Is this rare or common grammatical feature among languages

Problem

Black English also has a grammatical feature in which the copular (in this case, the verb to be), can be omitted (such as He my brother). Is this a rare or common grammatical feature among world languages? Is it acceptable in other languages or - like in Black English - is the popular notion that omitting the copular is a degradation of language?
