Is there limit to steam quality that measured using device

A throttling calorimeter for measuring the quality of wet steam flowing in a pipe involves bleeding off a small quantity of steam from the pipe flow and passing it through a throttling valve and into a well-insulated chamber where the temperature and pressure are measured. The temperature and pressure in the pipe are 700 kPa and 165oC, respectively, and the corresponding values in the chamber are 50 kPa and 90oC. (a) Calculate the quality of the steam in the pipe and (b) Is there a limit to the steam quality that can be measured using such a device?
