Is there a means of still getting an accurate measurement

Assume the voltmeter shows a non-zero voltage before it is connected (for example it reads 52 mV rather than 0). In other words, all readings will be off by exactly that non-zero reading. Will this affect the accuracy of measuring Rx? Explain. Is there a means of still getting an accurate measurement?
