American society currently prefers the justice model approach (i.e., just desserts and "get tough "policies) regarding criminal incarceration; however, some argue that this approach only creates overcrowding and enormous prison costs. Others argue that prisoners today are being coddled. Consequently, the public remains divided over these issues, but Sheriff Joseph Arpaio's response to prison overcrowding is very clear, as evinced by his Tent City in Maricopa County, Arizona
