Lincoln's death left a void in leadership in the United States. Lincoln planned to build up the relationship between the North and South to unite the two again and rebuild the nation. However, Lincoln's death created more hate from the North toward the South. The Radical Republicans had more freedom to punish the South and never believed in Lincoln's plan. The Radical Republicans wanted to punish the South for the war. The South had created the black codes to stop freedmen from getting different jobs than farmers and house servant. The black codes also stopped freedmen from serving on juries or voting. President Johnson had campaigned against Radical Republicans and the Civil Rights Act of 1866, the Fourteenth Amendment, a law that stated blacks were American citizens and had equal rights. However, President Andrew Johnson was a southern-born man who believed that whites should be in power. During Johnson's time as president, he went up against Congress's plans for the Reconstruction of the South. The government was torn with President Johnson, and Congress was against each other. Congress wanted to impeach him, but it did not happen, and President Johnson had finished his term.
