Is it fair for the industrialized nations to expect that all nations, including the less developed ones, restrict their use of fossil fuels and therefore participate in future disadvantages without obtaining the benefits of cheap energy or do you think the industrialized nations which have enjoyed the past benefits, should accept most of the future costs?
