Is it ethical-fair for rich countries to burn fossil fuels

The 2007 and 2013 intergovernmental panel on climate change (ipcc) reports showed that global warning exacerbated disparities because the economic loss caused by climate change falls hardest on the poorest nations. This disparity raises some very basic questions of fairness.
