Problem: Is any governments today claim "Divine Right" as a way of legitimizing their rule?
Locke, however, legitimizes government by reference to the consent of the governed, beginning with the hypothetical notion of the state of nature. Is this a better approach? Is a third approach to legitimizing government possible (like maybe, brute force)?
