The director of the IRS has been flooded with complaints from the ta payers that people must wait more than 45 minutes before seeing an IRS representative.

To determine the validity of the complaints, the IRS randomly selects 100 people entering IRS offices across the country and records the times which they must wait. The average waiting time for the sample is 50 minutes.

Are the complaints by the people substantiated by the data?

Test at a=0.10. Assume that the population standard deviation in waiting time is 12 minutes.
