International negotiations-transactions in cultures

Problem:

Status distinction: different cultures give importance to status on a different level, so take that one step further. What does that mean to the Arab culture, since you're choosing the Arabs to deal with? Would the status of the American negotiator (be it head of the delegation or not, be it someone culturally "fluent" in the Arab world, or not, etc) be important to the Arab negotiator? What if the Arab negotiator and American negotiator were not of the same socio-economic status within their respective sides, could the effectively arrive at a beneficial negotiated outcome for both sides, in your opinion? If not, what would need to be done to make a successful negotiation?
