Integrated risk management (IRM) is a major component of the Department of Homeland Security (DHS) strategy and plans that address homeland security (HLS) issues. This is evident in both the Quadrennial Homeland Security Review (QHSR), the new Presidential Policy Directive 8 (PPD-8), and the DHS response. Many public and private organizations use IRM as well.
Assume that you are speaking on a panel at a conference and are asked from the audience to explain the HLS risk-management process (also known as the IRM cycle), and explain briefly why many people fail to apply it to business or government.
