Instead of implementing content management software, the University of Sydney could have issued Website guidelines to its units and motivated them to use the same Web site development software by negotiating a site-wise license and offering training. How effective would that approach have been? Which of the benefits in this case study would the university would probably have achieved in full, which benefit would have it achieved in part and which would it have not achieved at all?
