Background:

Zeb Taylor has not been a proponent of information technology and has vigorously opposed the use of information technology in most applications of the business. Old-time department heads agree with Taylor and have minimal computer applications in their department.

Parker Earth Moving Company has no sense of urgency to get things done-particularly in the implementation of new technology. "I'm too busy to even think about it," "we do not need technology to do our jobs," "we have gotten by for many years with the present way of doing things," "why change now," and "I am far too old to learn the computer" are just some of the excuses given in defiance of the use of technology.
Relevant to the situation facing the company is the fact that the Information Technology Department exists in name only. The department is understaffed and the department manager is ill-trained and only minimally qualified.
