In which category marks cultural orientation be strongest

Case Scenario:

Carol is an instructor for Advanced Recruiting ADVR - 1000, at a provincial college in Canada. Since the material from each class builds from the previous class and sets the foundation for the next class, attendance is crucial for success in the course.  Students are made aware of the expectations during the introductory class and therefore they all arrive on time and are prepared for class ... except for Mark, an international student from Australia. He frequently arrives 5-10 minutes late and is disruptive when asking other students what has been missed. Carol has had conversations with Mark about his time management and discussed the need to be punctual, yet Mark usually just says he is sorry, shrugs, and continues to arrive late.

It is the end of the course and Mark has now arrived ten minutes late for the final exam. When time is up Mark didn't understand why he couldn't get 10 more minutes at the end to complete the exam. After all, he said to Carol, he knows the material and just needs the missing 10 minutes to write it down.
