In the wake of hurricane Katrina, Americans were stunned by the loss of life and the damage sustained. Criticisms were directed at the city government of New Orleans, the state government of Louisiana, and the Federal Emergency Management Agency, a part of the Department of Homeland Security. FEMA took much of the blame. Problems at FEMA, which predated Hurricane Katrina, were blamed on being downgraded from a Cabinet-level agency, budget cuts, loss of staff, and staff with insufficient expertise to respond to problems of the magnitude caused by Katrina. The situation resulted in the resignation of FEMA’s director.
