In the late 1990s along with the budget surpluses in 1999

Question: In the late 1990s, along with the budget surpluses in 1999 and 2000 some policymakers were talking about retiring the entire federal debt outstanding (in private hands) by the early part of the next decade (2012-15). Today that discussion looks a little quaint. Leaving aside whether it is possible or not, is it a good idea to retire all federal debt held by the public?
