In the article "Can Partisanship Save Citizenship?" Henry Farrell suggests that politics in 2000s saw a sharp increase in both political discourse and participation, but not necessarily in the manner that public intellectuals who lamented the decline in citizenship in preceding decades might have wished. He attributes both of these developments to the intensification of partisanship.
