Substance Abuse and Drug Testing: In Canada, the social costs of substance abuse, including lost productivity, as well as the health-care costs, have been estimated at more than $39 billion. Most human rights legislation considers substance abuse as a disability and therefore needs to be accommodated. According to a recent survey by Statistics Canada, 25% or men and 10% of women aged 19 to 70 reported consuming more than five alcoholic drinks per occasion at least 12 times per year.
