In attempting to ensure sufficient supplies for their own people, countries like India and Thailand have announced restrictions on rice exports. While this may ensure an adequate supply of rice domestically, it has the effect of shifting the crisis away from India and Thailand to other countries in the world. Do you think that such policies should be pursued? The alternative of market-based distribution would ensure that those who could afford it would be able to buy rice, but those who could not-particularly those who live on less than two dollars per day-would not have access to rice. Is this a preferable solution? Why or why not? What alternatives might you be able to envision?
