In addition to controlling agency funding, Congress alsohas the ability to control agency activities through legislation. Your bookprovides some examples of this. This week we will look specifically at howCongress limits or expands the power of FEMA. Using some of the more recent"mobilizations" of FEMA as examples, answer the following questions:
1. What abilities and powers does FEMA have in an emergency?
2. What limitations have been placed on FEMA by Congress?
3. How does FEMA interact with state and local emergency management agencies?
4. Can you find any examples of troubles faced by FEMA before, during or afterany of these emergencies that were made worse by Congressional involvement? Forexample, funding issues, ability to respond appropriately to the disaster, etc.
