Illustrate signs of change in which employees tend to relax

Changing organization culture also depends on whether present culture is strong or weak. Strongly grounded cultures are difficult to change though; there are factors which can be put in place to denote the change is coming. For instance, recall whenever you were faced with new organizational leader, for instance, CEO, VP, President, Director or even manager. In these examples employees are postured to anticipate change. Though, if "new" leader doesn't implement and/or illustrate signs of change in the first 90 days, employees may tend to relax and continue with status quo.

What are your thoughts? Explain in your opinion, can organization culture be altered, and, if so...how?
