if the speed of light were smaller than it is

If the speed of light were smaller than it is, would relativistic phenomena be more or less conspicuous than they are now?

All else being similar, involving the rates of the chemical reactions which govern our brains and bodies, relativistic phenomena would be extra conspicuous if the increase of light were smaller. If we could attain the absolute speeds obtainable to us in the universe as this is, although with the speed of light being smaller, we would be capable to move at speeds which would correspond to larger fractions of the speed of light, as well as in instances relativistic consequences would be more conspicuous.
