IF the benzene ring has two halides i.e chlorine and bromine and we do dow process, which halide will it pick?

The question looks something liike this

there is a benzene ring with an activating group (OCH3) and ortho to that group is chlorine and meta to the activating group is bromine.

There is first treated with HNO3/H2SO4, and then the dow process NaOH,350c and then treated with CH3I.

How does the dow process pick between Cl and Br
