Assignment: Health & Safety in Automotive Engineering

Purpose of this assignment

By carrying out this assignment learners will understand current health, safety and risk legislation; the main requirements of an effective health and safety policy and its successful implementation in the workplace. Learners will understand how to identify and record hazards, assess risks and select appropriate control measures to prevent or mitigate ill health and injuries on site. Work carried out for this unit will allow learners to contribute to the safety policy and arrangements. Learners will also gain an understanding of the need to review, revise and monitor risk assessments.

Scenario

The managing director of your Vehicle Service centre has promoted you as a Safety, Health and Environment Officer (SHEO). Your Service Centre has safety target which is ‘365 Days Accident Free'. You as a SHEO has to make sure that your department achieved the target. In order to achieve the target all safety consideration need to be taken such as employee safety and also workplace safety. You also need to make sure all mechanics and staff follow the safety rules and regulations of company. The standard operation procedure (SOP) is very importance to ensure the smooth operation and also the safety while working, this SOP also will be your responsibility.

Task 1

To ensure the mechanics safety, you are about to provide the appropriate safety clothing for every workers at your department according to their job.

Select and justify choice of protective clothing and equipment to ensure personal protection in your department. You must select at least three choices of protective clothing and fully justify their effectiveness

Task 2

One report has been made to your department which is one of your mechanic get injured while he doing repairing underneath the vehicle. The vehicle has been park on the hydraulic jack. When the mechanic lift up the vehicle, he forgot to turn on the locking mechanism to prevent the hydraulic jack lift down when malfunction. He never realise the hydraulic jack hose leaking the hydraulic oil making the hydraulic jack loosing pressure and lift down. He was lucky his friend walking around his working area and realise the incident and pull him away from the vehicle. But his head already struck by the vehicle cross member and get injured. The permit-to-work has been issue for this accident.

Task 2a:

In this situation, you as SHEO need to evaluate the range of permit-to-work system.

Task 2b:

You need to identify the isolation requirement for this incident.

Task 3

Nowadays, in Malaysia the government has gazette the law of Emission Control for petrol engine under Environmental Quality Act 1974 [Act 127] which is "Every petrol engine which is in use, in operation or is capable of being operated shall not emit gaseous pollutant exceeding the emission standard as prescribed in the Fourth Schedule."

Emission Standard For Petrol Engine in Use:
Carbon Monoxide (%) Hydrocarbon [part per million (ppm)]
Existing Model 4.5 800
New Model 3.5 600

Your service centre must to comply with this regulation when you do the vehicle service especially when you tuning the engine. You should ensure that the burn gaseous from engine is not exceed specification fix by government.

As a SHEO in the company you need to use monitoring equipment to ensure safe working environment.

Task 4

Base on the scenario in Task 2, your company has been visited by the Health and Safety Executive (HSE) to audit your safety in workplace base on your safety report company. In the meeting, HSE was concern about your company equipment and machine that was not safe and expose danger to the mechanics, HSE relate the report with the current Health and Safety regulations and it seems to breach the Health and Safety regulations and the role of HSE inspectorate.
Now you have been tasked to perform the following :

A. Identify work areas in your company where current regulations would apply.

B. Describe the role of the HSE inspectorate.

Prepare your findings in a written report.

Task 5

Every end of the year, there will be officer from Health and Safety Executive (HSE) will visit your service centre to evaluate the safety report in your service centre whether your company comply with safety regulation or not.

You as a SHEO in the company are required to implement a schedule for setting-up of a safety audit system. You have to prepare a schedule for internal work health & safety audit and present to your superior.

Task 6

As you work within the health and safety department you have been targeted with obtaining as many approved codes of practice that can be used for training staff and to provide the relevant information about how these will be used.

Discuss the use of approved codes of practice and how these will ensure compliance for your organisation with relevant construction health and safety legislation.
