Problem

Joe is a young male walking at 2AM in a known drug area. He is headed northbound on a sidewalk but as officer Smith pulls up in his patrol car, Joe "takes a shortcut" across a vacant lot and jumps a fence to the next block. Officer Smith drives around the block to encounter Joe and another young man at the next corner and pulls up to talk to them.

Joe says "I didn't do nuttin wrong why are you always harassing me." Meanwhile, Joes friend, Jim, is looking agitated and starts pacing as Ofc Smith gets out of the car. He begins to talk to both young men asking them basic informational questions but when another officer, Ofc Jones, walks up to the group, Jim immediately starts to run away. Officer Smith begins to pursue and Ofc Jones stays with Joe.

As they are running, the suspect throws and objects into the bushes along the pursuit route, later determined to be a gun and a bag of heroin. Eventually, Ofc Smith tackles him and places him under arrest. While Ofc Smith is chasing Jim, Ofc Jones pats down Joe and finds a gun, heroin and a wad of cash. Both are changed with possession of an illegal firearm and drug possession. They both move to suppress the evidence.
