Introduction: Outline the case, plan the organization of the paper. (e.g. what the major sections will be and the order they will be presented.

Identification of problems: Identify the key problems that must be solved. Explain with reference to your analysis of the questions, identify problems that are less central but still deserving of attention as well as problems that can safely be ignored for the foreseeable future.

Identification of stakeholders(characters) Identify the assumptions being made by each stakeholder, goals and apparant biases of each stakeholder, Outline evidence of each in the case.

Application: Outline why/ how the identified course material, Outline how the analysis could proceed based on the above cas content,

Outline possible decisions by key stakeholders and likely outcomes: Outline the evidence to justify the possible decisions. Ask the answer whether the evidence is available to make the decision, if not what should/could be done to gather the evidence. Identify risks associated with each decision.
