III. Propose action offering specific details to show how the actions will help alleviate the problem. (Public education on organ donation to end taboos and misconceptions on organ donation which will increase voluntary signups)
IV. Justify your solution; the reasons why your audience should accept your proposal and act on it. (i) Voluntary organ donation increase through public education drive will prevent the adoption of presumed or mandatory consent which are unethical. (ii) Public education will end black market organ donation. (iii) Will reduce the cost of getting a local organ. etc
