- Identify the issues related to the topic, ideological stances, stakeholders and their engagement, existing policies and instruments, successes and failures
- Draw on best practices of policy professionals and other places
- Make some concrete recommendations for the development of a policy to address your topic. What is your policy goal- what do you hope to achieve? Which stakeholders are you trying to help, and why? How could you initiate (advocate) for your policy? What instruments would you use, and why? How would you cover any costs? Who might be upset, and how might you placate them?
