I company is a large american manufacturer of computers it

Question: I Company is a large American manufacturer of computers. It controls approximately 65 percent of the market in the European Community. It refuses to share the patents and copyrights it owns for the operating system software that controls its computers, thus not allowing other manufacturers to make computers that are compatible with I's computers (i.e., other manufacturers cannot make and sell computers that will run the same programs as I Company's computers). Is this a violation of Article 81 or 82 of the European Community Treaty? Discuss.
