I believe technology is still concerned masculine because women have been slow to get involved in these areas. I think of it is still how society views gender bias roles we each play. Some things are just simply slow to change. "Raising children" is still seen as a femine thing - it's the "wife's job." I think this still holds true for a lot of things -- cooking, cleaning house, office jobs (secretary, answer phones, etc), "easy" factory jobs, etc. are still seen as femine while management, "dirty" factory jobs, engineers, etc are still seen as masculine.
Therefore, I believe society plays a major role as a factor of "opening opportunities" for women. I think as the baby boomers retire, jobs may "even out" from a gender perspective. I believe there are people going to school now that will fill those management roles, technology opportunities (such as myself going for my bachelor's degree in programming), etc.
