Problem: I agree that a written SOP is more useful in a stressful dangerous situation. I also do think that having an incident commander present when a crisis is unfolding would also be beneficial for everyone. But in order for first responders to all be on the same page and know the hazards they are dealing with having a copy of the SOP and going over them is most important.
