Policy application. Some states in the United States have experimented with various forms of universal coverage, particularly Oregon and Massachusetts. These states have tried to control costs in various ways. Oregon, for example, attempted to cover all residents but put limits on the kinds of services that might be available in any given year. If you were working for a state legislature that was designing a universal coverage system, how would you attempt to control costs?
