You work for Bea Green, a billionaire who willing to spend her money trying to reduce climate change by cutting the use of fossil fuels. Her top ideas is to promote a revenue-neutral carbon tax. She is also considering creating a "think tank" focused on climate change, but she is not really sure what a think tank is or does.
Knowing of your expertise, she seeks your advice on the following questions:
1) What are the "Guidelines to Formulation",( there are 4 guidelines to formulation. 1- many places and group participate. 2- many proceed without a clear definition of the problem. 3- many change points, " her idea come out and other say do it at this way" . 4- never neuter, " depending what idea will win". what general points should she be aware of as she tries to develop and promote her carbon tax concept?Use the above guidelines and write a paragraph for each of them of how she can promote her carbon tax concept.
2) What are think tanks and how have they changed over the years? Could this be a useful part of her strategy?
3) What is your basic advice to Green regarding how to promote the legitimation or adoption of her policy idea? Explain to her the importance of majorities, and how to generally build alliances.(need majority in the key committee)
4) Consider whether Winter 2019 is a good time to really push hard on this idea.
