Problem: I'm working on an assignment on how to increase skilled migrant workers to fill Australia's skills shortage. One of the policy suggest increase in wage for migrant workers, however there are both income and substitution effect that works in different directions. What can that policy do to make the income and substitution effect work in same direction to increase labour supply?
