Intro to Public Administration
You have been hired by the current head of the Department of Education, Jane McDonald, to remedy some problems in the public education system of Findlay, Ohio. In particular, you have been asked to address the following problems-
a) to improve the performance of the system, some have suggested "privatizing" parts of the school system through the creation of charter schools.
b) a lawsuit has been filed against the school district, stating that while 64% of the Findlay teachers are female, only one female is a principal, and the school district has never had a female superintendent.
c) a second lawsuit has been filed against the school district, stating that two female teachers were sexually harassed by a male assistant football coach, who made repeated jokes about portions of the female anatomy during faculty meetings, with his defense being that "those comments were only intended for other male coaches, not other faculty."
d) the mayor has asked the school district to review its disaster policies, especially since a grade school building was flooded during the last major overflow of the Blanchard River, and several fifth graders were stranded inside the building for 5 hours.
e) many teachers have complained of "burnout" in the system, stating that classrooms are too large, and student behavior has not been addressed strictly enough, resulting in some teachers claiming a lack of support from the administration and a general feeling of being "stressed and tense" in the classroom (with teachers calling in sick at a rate twice that of the previous five years).
You have been tasked with investigating these complaints and reporting to the Superintendent of the Findlay School system. Specifically, your assignment is to-
a) identify the public administration issue or issues,
b) state the existing rules and regulations that apply to that issue or problem,
c) suggest a plan of compliance that the school district can follow to remedy that problem.
Since the Superintendent values brevity, you are limited in your report to five pages typed, double spaced.
