You will analyze how much the success or failure is the result of: active efforts by institutions and/or member states to promote or stymie solutions support or opposition from other key actors (NGOs, rebel groups, who else?) structural strengths or weaknesses in the relevant international norms and institutions strong or weak leadership at relevant institutions adequate or inadequate resources other factors.

The response should include a reference list. Double-space, using Times New Roman 12 pnt font, one-inch margins, and APA style of writing and citations.
