How the employer is the one being fair and reasonable


Problem

You are the Union and you are in bargaining and the following two things happen:

I. After 3 days of bargaining just as things are really starting to go somewhere the Employer decides to hire an external "bargaining professional" and says due to this persons calendar they are not free to bargain for another 3 weeks?

II. After each bargaining day the Employer posts all employee bulletins talking about how difficult and slow the union is moving at the bargaining table and how the employer is the one being fair and reasonable in its proposals stating that the attitude of the lead union negotiator is making it difficult for the Employer to take the wishes of the employees seriously. Is this bad faith bargaining and why?
