Evaluate Government Policy In the late 1970s, President Jimmy Carter and Congress expanded spending under the Comprehensive Employment and Training Act (CETA) to provide temporary employment to as many as 500,000 unemployed workers. Most of this money was made available to state and local governments that were supposed to hire and train workers so that they would eventually be able to find permanent employment working for private industry. Explain why this was an example of discretionary fiscal policy. How successful do you imagine this program was?
