How slow fda/congress is with amending regulations

Problem:

It is concerning how slow the FDA/Congress is with their process for amending regulations as evident by the fact that it took 13 years for any changes to be implemented since discovery of unconstitutional statutory language in a provision of Section 503A of the FDCA back in 2002. It is apparent that updating statutes is not of upmost priority regardless of how the language within the Act could impact the general public, thus questioning the constitutionality of the actions of Congress/the FDA and their regard for the rights of the people. To address this issue, I believe it is essential to enforce legal pressure (system of checks and balances) on Congress/the FDA to make such updates within a certain timeframe.

Kindly elaborate the above paragraph as well as add further points connecting the points already given.
