Problem

In recent years, states have been adopting renewable energy goals requiring that a specified percentage of the state's electric generation come from renewable energy. States such as Massachusetts, Connecticut, California, and New York have aggressive renewable energy targets, but the challenge lies with where to build the generation facilities and how much habitat preservation can be compromised. The problems related to green development versus green preservation seem to be slowing the progress toward a fossil-free electric grid, as these two things are often incompatible.

In Environmental Law and Policy, Salzman and Thompson ask the question, "How should Congress address the "green vs. green" conflict over the siting of renewable energy facilities and transmission lines?"
