Problem
In what ways may the actual incidence of a government expenditure program differ from the legislated intent? Why might the effects be different in the short run than in the long run? Illustrate with examples drawn from Part Four of the book, or with a discussion of the effects of government farm programs. Similarly, discuss how the short-run and long-run effects of a regulatory program, such as rent control, may differ.
